The phrase “a leopard never changes its spots” means that it's impossible for one to change their character , even if they will try very hard. The expression, sometimes also used as “a leopard can't change its spots”, is used to explain the idea that no one can change their innate nature.
Examples
1-He keeps saying he is sorry and will never do it again but he keeps seeing other women. I guess a leopard can’t change its spots.
2-I don’t believe he has really gone legit. A leopard doesn’t change its spots.
3-There is no point trying to get him to stop. He’s going to keep drinking no matter what. You can’t change a leopard’s spots.
